expectant category
The EXPECTANT category represents patients who will die even if they receive optimal treatment
This category is used only if medical resources are OVERWHELMED, and may be revoked when adequate resources become available: in the event of improved resources, EXPECTANT patients are recategorised as PRIORITY 1
